manages interoperability between other own force ships.
Using the EW system as a case in point, Nulka is connected to the ATI bus
enabling it to be readily interfaced with the EW MFD and the EW system,
for the EW system to be cued and integrated with other sensors and for
the system to be integrated into to Network-Centric operations. Critically
important to this last capability is the adoption by the RAN of the US Navy’s
Cooperative Engagement Capability that is now widely deployed by that
service. The CEC creates an overarching data communications network to
a given naval force enabling all members of it to intercommunicate. CEC is
not a system where one ship is the system’s peer.

now again embarking on its NEX–GEN EW system. The following section,
although not related to the AWD EW suite is enlightening.
To date, the US Navy has been unable to develop a replacement for the
programs to it whilst a Next-Generation EWS requirement and solution to
it is developed.
The foundation of the Next Gen EWS is the Surface EW Improvement
Program (SEWIP) that considers both technologies and requirements. On a
company funded basis Lockheed Martin (LM) submitted their approach to
SEWIP Block1 by proposing their Integrated Communication EWS (ICEWS)
a proposal for their approach to SEWIP Block 2, called Sea Lightning to
address ASMD, counter targeting and counter surveillance.
In October 2009 a USD9.9m (small) contract for preliminary design
studies for the Next Generation EWS was awarded to LM based on successful
sea trials funded and conducted by LM in support of their ICEWS proposal.
The contract is to be completed in June 2010. This contract must have
put ointment on LM’s scar tissue caused when the USN cancelled the LM
contract to develop the Advanced Integrated EWS, some 10-15 years ago,
watched by Defence.
The capabilities sought in a Next Generation EWS boggle the mind
as they address every aspect of EW Defence and Attack against every
conceivable threat environment, existing, emerging or planned, for the
next 20 years, but there appears to be no published date for the IOC for a

require EW capabilities that included EWSP, ES and possibly SIGINT for
littoral operations, participate in aircraft launched missile attacks against
hostile threats and be able to share host ship EW data.
OTHER AUSTRALIAN EW PROGRAMS
AIR 5406. PROJECT ARRANGEMENT 10
PA10 was set up as a six –year joint project between the US Army’s CECOM
and DSTO to address technology improvements that could be applied to
the performance of current airborne US EW systems with a flow-on to
both parties and each party would carry the costs of its contribution to the

the technical conduct of the PA in their own countries, with DMO providing
local management of Australian Industry activities, including participation
by Australian Universities, using the open-tender process.
It is not known whether the PA is still current, or has been subsumed
in another project, but there was no report of its status in the 2010 DMO
report on projects of this nature.
