to extend. The Deed of Enduring Obligation will
establish a direct link with the OEM of the Mounted
Combat Reconnaissance Capability for access to IP
and Engineering Resources over the capability’s Life
Market solicitation is a three stage approach
which started after tenders closed. Stage 1 involves
Screening, Detailed Evaluation and Initial Shortlisting;
Stage 2 covers Risk Mitigation Activities (RMA); while
Stage 3 is the final evaluation stage (selection of a

3 September 2015. Detailed evaluation is currently
underway. An announcement of the initial short list
of Tenderers selected to participate further in risk
mitigation activities (RMA) is currently planned for
APDR knows of four definite consortia tendering
for this phase of the LAND 400 project – General
Dynamics Land Systems/Thales, BAE Systems/Patria/
Saab, Elbit/ST Kinetics/Elphinstone and Rheinmetall/
Northrop Grumman/Supacat/Tectonica. There may be
others who have not publicly revealed their tender bid.
Certainly the Raytheon/Nexter and the possible team of
Boeing and Iveco pulled out without tendering.
What happens next in this phase of the project?
Defence advise that they ‘.....will undertake an initial
assessment for compliance with the conditions of the
LAND 400 Phase 2 RFT. Tenderers will be informed
as to whether their response has been excluded for
non-compliance, or progressed to detailed evaluation . .
. . . The remaining tenders will be assessed in detail and
a short list selected for participation in the next stage of
the RFT process – a RMA.’
Defence requires that tendered vehicles be Military
Off The Shelf (MOTS). They explain this means
equipment that is already established in-service with
the armed forces of another country or Australia; is
sourced from an established production facility (not
just a MOTS design); and requires at most, minor
modifications to deliver interoperability with existing
ADF and/or allied assets.
They further state that ‘provided the Tenderer offers
a vehicle in its tender that meets the definition of
MOTS, Tenderers may also provide one “MOTS
Plus” offer including that same vehicle reconfigured
with a package of options or upgrades that enhance
or improve the compliance of the vehicle with the
technical, functional and performance requirements
of this RFT.'
A determination as to whether the MOTS configuration
or (if offered) the MOTS Plus configuration is selected
for RMA will be made on a value-for-money basis
as part of the tender evaluation process and will be
communicated to Tenderers when they are notified they
have been shortlisted.
The acquisition contract will be seeking indicatively
225 Combat Reconnaissance Vehicles which will fulfil
seven combat roles – Reconnaissance and Counter
Reconnaissance (129); Command and Control (26);
Repair (20); Surveillance (17); Ambulance (15);
Recovery (10); and Joint Fires (8).
The support contract will be for seven years, with
options to extend. As mentioned earlier there will
also be a Deed of Enduring Obligation for access to
intellectual property and engineering resources for the
planned 30 year life of type.
The four contender teams known to APDR will now
be described briefly, in no priority order.
General Dynamics Land Systems (GDLS) and
Thales Australia have a teaming memorandum of
understanding for their bid. These two companies
have a proven track record of working together across
a broad range of vehicle programs. These include
Canada’s LAV III Upgrade, the UK Foxhound and
Scout SV Programs, Switzerland’s Piranha CBRN
Program, and in Australia the ASLAV Program for Crew
Procedural Trainer and electro-optics.
GDLS supplied the Australian Light Armoured
Vehicle (ASLAV) in the early 1990’s. The eight wheel
configuration gives a good off road performance,
whilst allowing it to move on road much faster than
tracked vehicles. As it reaches end-of-life in the
mid-2020s it will be replaced by LAND 400 Phase
2’s chosen vehicle.
Thales Australia is the manufacturer of Bushmaster
and Hawkei protected mobility vehicles in Bendigo,
and has an established in-country industrial base of
vehicle design, manufacture and through-life support
and expertise in electronics, electro-optics, simulation
and platform systems integration.
BAE Systems Australia has teamed with Saab
and Finland’s Patria to offer the AMV35 Combat
Reconnaissance Vehicle. The solution combines
Patria’s Armoured Modular Vehicle (AMV) and BAE
Systems Hägglunds’ E35 turret system. Both are
qualified and in service with NATO nations. Saab’s role
will be to maximise the Australian local industry content
in this team’s bid.

Rheinmetall has lodged a bid in which the
Commonwealth is offered the latest version of the
BOXER 8X8, the in-service LANCE turret and
Northrop Grumman Corporation’s command, control,
communications, computers, intelligence, surveillance
and reconnaissance (C4ISR) architecture.
This team states that the battle proven BOXER
8x8 – a joint development of Rheinmetall and KMW
provides a unique mix of mobility, capacity and
survivability that allows the vehicle to operate effectively
across the full spectrum of combat operations, while
the vehicles inherent adaptability allows it to evolve as
requirements and threats change.
Rheinmetall has successfully completed a
comprehensive supplier engagement activity with more
than three hundred Australian Companies. Through this
process Rheinmetall has selected Supacat, supplier
of 89 Project Redfin vehicles for Australia’s Special
Forces, to be the first Australian company to be part of
the BOXER CRV team.
Supacat in Australia will draw on its experience in
developing and certifying vehicles with the Australian
Department of Defence to support the Rheinmetall
LAND 400 team.
Team Sentinel, primed by Elbit Systems of Australia
(ELSA), has put forward the SENTINEL II which is an
integrated combination of the in-service Singapore
Technologies Kinetics TERREX 8X8, the in-production
Elbit Land System’s MT30 turret (to be manufactured in
Geelong), and a networked combat system forming the
next generation of the Australian Army’s current Battle
Named after the first Australian-built armoured fighting
vehicle, the SENTINEL II will be manufactured and
supported in Australia by a team of Australian partners
with proven experience in advanced manufacturing
capability and delivery. Team Sentinel has plans to
produce and further develop the SENTINEL II in
Australia, ensuring ongoing sustainment and growth
of Australian defence technology skills and capability.
CENTRE OF EXCELLENCE –
Congress slashed $US492m from the US
Army’s $592m fiscal 2014 request for continued
development of their Ground Combat Vehicle
program. On 23 January 2014 Army Chief of Staff
General Ray Odierno asked, “Do we need a new
infantry fighting vehicle? Yes. Can we afford a new
infantry fighting vehicle now? No.”
With the curtailment of this US program, LAND
400 is now the largest program of its type in the
world. To deliver LAND 400, Australia will need
to establish a Centre of Excellence to coordinate
the integration of all program elements - design,
production and sustainment.
Geelong claims its region is strategically placed and
ready to work with Defence’s Capability, Acquisition
